KORONADAL CITY- In a bid to discourse important matters with regard to operations and other concerns in the region, the Department of Environment and Natural Resources DENR
Undersecretary (Usec) for Field Operations - Mindanao Joselin Marcus E. Fragada, CESO III visited Region-12 and attended the special executive meeting on April 30 in General Santos City.
 
During the meeting, Usec. Fragada underscored the standing-order of Environment Secretary Jim O. Sampulna.
 
Aside from setting foot in Soccsksargen, Usec Fragada said he wanted to familiarize and get acquainted formally key officials and personnel in the region.
 
He said that the first priority was to visit field offices and reach out for any necessary help, particularly on the process of appointments and promotions of Provincial/Community Environment and Natural Resources Officers PENROs/CENROs.
 
Second, was to continue to streamline processes in the region, to practice ease in doing business for the internal and external clients of the department.
 
“We would like to deliver faster public service, that’s why a conference with Sec. Sampulna was recently conducted in Cebu to tackle this matter which are the manual of approvals and manual of authorities, in particular,” he said.
 
He also added that the copies of proposed plan of manual of authorities were given to the regional executive directors for their review and send back to central office.
 
Another important issue is to assess the tenurial instruments such as Special Use Agreement in Protected Areas (SAPA), foreshore leases and the appraisals, where all of these were being brought down to regional offices.
 
Usec. Fragada reminded DENR line bureaus, the EMB-12 and MGB-12 to work harmoniously with the regional office.
 
“It is important that line bureau regional directors and DENR regional executive directors have synchronize measures when it comes to mainstreams”, he ended.
 
Meanwhile, Atty. Felix S. Alicer, DENR regional executive director, extended his gratitude to Usec. Fragada for the visit and for overseeing the situation in the region.
 
Alicer presented the DENR-12 profile, classification maps, tenure instruments, protected areas, and issuance of patents, followed by the reports of line bureau directors, Engr. Efren B. Carido and Engr. Omar M. Saikol, respectively, and PENROs’ issues and concerns.
 
Assistant Regional Directors for Management Services, and Technical Services from their opening and closing messages; Forester Mamutur D. Cariga and Engr. Mama G. Samaon warmly welcomed Usec. Fragada and made their hundred percent support and both assured that the instructions of Sec. Sampulna shall be observed in line with their duties and responsibilities.
